Eligibility for Pre-Accredited Institutions

Eligibility for Pre-Accredited Institutions

Suggestion: Modify the .edu eligibility requirements so that pre-accreditation (or "candidate") status would be accepted for .EDU eligibility for institutions that have been deemed eligible by the U.S. Department of Education for Title IV student loans. Operationally, such institutions would be required to submit documentation to EDUCAUSE showing both their pre-accreditation status and Title IV eligibility. Pre-accreditation status must be institutional (not programmatic) and conferred by one of the accreditation agencies on the same list as used for conventional .EDU eligibility.

I believe that this policy modification would in no way undermine the current .edu eligibility requirements determined by EDUCAUSE. Institutions that have proven to the U.S. Department of Education and their respective accrediting agency that they are worthy of both Title IV student loans and “candidacy for accreditation” should be eligible to receive their .edu because of the rigors set by both the U.S. Department of Education and their accrediting agency. I applaud the fact that policies can be discussed and changed. We should never limit ourselves to an unchangeable policy situation because we could never plan for or anticipate every possibility that might exist where a policy really should have been modified.

Thank you for considering this policy change.

The Charleston School of Law has been granted provisional approval by the American Bar Association, and is listed as one of the 195 ABA approved law schools in the United States. Under DOE guidelines, our students are eligible for Title IV loans, and they can take the bar examination of any state in the country. Provisional approval comes only after a full evaluation of the law school's students, faculty, finances, facilities, and library. Full approval can only be granted after evaluation of the school's bar examination results, but the school is an ABA accredited school, even before it achieves full approval. The only entity treating our law school as pre-approved is Educause, and this simply makes no sense.

    Please adopt the proposed change.

The attached is being submitted on behalf of Rocky Vista University ("RVU") in response to Educause's proposal to amend the .edu eligibility requirements to take into account an institution's pre-accreditation status. We appreciate this opportunity to comment and welcome your cooperation in taking into account our view prior to finalizing your proposal. -- J. Andrew Usera, Esq. for RVU.
