Abstract

“IT is just a budgetary black hole,” “IT only does what it wants to do,” and “Times are tough—do more with less!” Do these comments sound familiar? If so, come hear how Georgia State’s central IT organization adopted a new business planning and budgeting framework that addresses these issues. Along the way, managers became more aware of their business, their customers, and their costs while shifting to an entrepreneurial view of service provision.
