David W. Dodd, Vice President for Information Resources and CIO, Xavier University

Some have questioned the very concept of strategic planning, while others suggest that technology is actually unmanageable. The value of strategic planning may be in question in higher education, but certainly not elsewhere. As higher education enters an era of increased competition, resource constraints, and accountability, strategic planning will be vital to successful future positioning and mission realization. Effective strategic planning will be a major determinant of success for the next generation of leaders. Please, then, pardon those of us who continue the practice while others discuss its merits.

You will learn the importance of: putting in place a communication plan that focuses on who has a need to know and how much they need to know; follow-up and tracking; knowing how to recognize that the project is drifting out of control; and knowing when you need to escalate issues. You'll also get some tips about how to conclude the project effectively and keep it from continuing endlessly.

In the rush to provide ubiquitous network access and create new e-learning and e-business services, we have rendered our campuses more susceptible to online attacks. At the same time, our culture makes it difficult to implement strict standards such as those used in industry. As a result, higher education CIOs often feel as if they fighting a no-win battle when they try to secure their campuses. This session will be a case study on the work we have done at UMBC to secure our campus and will highlight the following areas: getting executive and faculty buy-in; developing a security team within your organization; identifying risks; and developing strategies and practices to minimize risks.
